Community Supportive Services (CSS) assists Public Housing and Section 8 families by linking participating individuals and families with public and private resources to achieve their self sufficiency goals. Community Supportive Services is located at 1509 Plaza Drive, which is off Michigan Avenue, in R.V. Taylor Plaza.
The programs offered by Community Supportive Services are as follows:
- HOPE VI SUPPORTIVE SERVICES
One of the goals of the HOPE VI Program is to provide supportive services to HOPE VI families while they achieve employment and educational goals to ensure that they are able to return to the HOPE VI Revitalization Area. Currently, The Downtown Renaissnance - an 88-unit apartment complex for seniors - is being constructed at the site. In the future, multi-family and single family homes will also be constructed at the site.
- FAMILY SELF-SUFFICIENCY (FSS) PROGRAM
The Family Self-Sufficiency Program is designed to help residents who are Public Housing Residents or Section 8 Participants to move toward economic independence. Any resident, whether employed or unemployed, who wants to improve his or her economic and living situation is encouraged to apply.
If you are accepted into the Family Self-Sufficiency Program, an escrow account will be established in your name. Monthly deposits are credited to the account. When your rent goes up as a result of increases in your earned income, withdrawls from the account are available to help you accomplish your goals. Once you complete the program, you receive your escrow account balance. You have up to five (5) years to complete your goals after entering the program.

Community Supportive Services offers a full-range of Housing and Credit Counseling services for Public Housing Residents and Section 8 Participants. If you are interested in improving your housing condition, we offer pre-purchase homeownership counseling, post-purchase homeownership counseling, budget counseling and credit counseling. - WEALTHBUILDERS (WB) PROGRAM
WealthBuilders, also called the WB, was established to assist Public Housing Residents with becoming homeowners by providing the educational tools and supportive services needed to increase their incomes. Public Housing Residents 19 years and older are welcome to apply for WB. Qualified applicants who are interested in obtaining a GED, job training, or attending a community college or university should contact the department's career counselor:
